The goal of the project is to restore Port Harcourt's former reputation as the 'Garden City' and there have been suggestions to extend the project to the entire Rivers State.

Emma Ommo, Commissioner for Works, said her department has identified roads that require dualisation, complete resurfacing and adequate draining. There are also plans to built flyovers in certain areas.
